In algebra we use letters to stand for numbers, so for example

3 + x when x = 5 is 3 + 5 = 8.

and

(6 y)/4 when y = 10 is (6 10)/4 = 60/4 = 15

Your problem has an extra complication as there is no operation between 3 and h. The convention in algebra is that when there is no operation between two letters of between a number and letter the operation assumed is multiplication. Thus 3h means 3 h, and hence when h = 2, 3h = 3 h = 3 2 = 6.

Thus

9 3h for h = 2 is 9 3 h = 9 3 2 = 54.
