I am putting in a sidewalk the measurements are 12 feet by22 inches ,by 4inchs how many bags of cement will I need?

12 feet by
22/12 feet by
4/12 feet

which is

12 22/12 4/12 = 7.33 cubic feet.

You will have to look at the bag of cement and see how many cubic feet of concrete it will produce.
