I divided 17 into 1000 to and got 58.8 so 58 times 17 is not quite 1000. In fact 58 x 17 = 986 which 14 less than 1000. Thus

58 seventeens plus 0 nineteens is 986 = 1000 - 14

But 19 is 2 more than 17 so if I replace one of the 17's by a 19 I will increase the total by 2. That is

57 seventeens plus 1 nineteens is 988 = 1000 - 12

I need to do this 7 times since 14 is 7 times 2. Thus

51 seventeens plus 7 nineteens is 1000

Check it. Make sure the arithmetic is correct.
