A polygon is a closed figure made up of line segments. (Closed means that if you walk around the boundry you eventually come back to your starting point.) For example a rectangle is a polygon.
As is a hexagon
By the "smallest" polygon I expect that you mean the polygon with the smallest number of sides. You can't construct a polygon with one side or two sides so the smallest polygon is a triangle, with three sides.
