I read

962 Sq. Ft. is what percent of 2656 Sq. Ft.?

as a mathematical sentence, that is an equation. The verb "is" is the equal sign, "percent" is per 100, "of" is multiplication and "what" is the unknown. With this view of your sentence it becomes

962 = ^x/₁₀₀ 2656

To solve for x multiply both sides by 100 and divide both sides by 2656 to get

 ⁹⁶²⁰⁰/₂₆₅₆ = x

so

x = 36.22
