the question states: Finding what is the percentage of a fractional number and another fractional number.

Hi Mary,

You can do this just using some number sense. 4 4 = 16 so three sixteenths is one quarter of three quarters. But one quarter is 25% so

 3/16 = 25% of 3/4

You can also solve this problem using some manipulation of the original equation. I would first multiply both sides by 16 to eliminate the fractions.

3/16 = (?)%  3/4

becomes

3 = (?)% 12

Now divide both sides by 12

 3/12 = (?)%

But  3/12 = 1/4 = 25%
