In the number 54, the digit 4 is in the units position and the digit 5 is in the tens position. Since the digit 5 is in the tens position, its value there is 50. Thus I would agree with the teacher. The place or position of the 5 in 54 is the tens place and thus its value is 5 tens or 50.
