My cousin aske me a question about the use of percentages and I'm not sure how to answer it. He wants to know why when there is a sale in a shop we use percentages and not fractions or decimals.

This is a really good question. I am not sure how to answer it either. I think it is just custom, that is we are accostomed to seeing percentages so that is what shopkeepers show us. You do at times see fractions " ¹/₃ off" or "half price sale", but I don't recall seeing a decimal.
