Then Question#24. My question on this question is if I wrote just 5280 because they say they want it in dollars, is that correct or is the only answer, 5279.61 as their answer key says? How should I have known to give it with cents? Should I give myself full credit?

If the instructions had said "round to the nearest dollar", then I would agree with your answer. The question says to express the answer in dollars so I think that they are expecting whole dollars and any fractional amounts. $5279.61 in a number, expressed in dollars.
I don't know how these questions are graded but I would give you slightly less than full credit.
