There are 12 inches in a foot so

14 inches = ¹⁴/₁₂ = 1.167 feet.

I wasn't sure if you wanted a common fraction or a decimal fraction so I did both.

There are 8 ounces in a cup so

2 ounces = ²/₈ = ¹/₄ = 0.25 cups
