Since the depth is 18 inches (1.5 feet) a "block" of soil that is 1 foot by 1 foot on the surface is 1 1 1.5 = 1.5 cubic feet in volume. Thus to cover a region to a depth of 18 inches will cost$1.27 1.5 = \$1.91 per square foot.
