Question from Destiny, a student:

In 1990 there were 25 springs in the park. This year there are 35 springs in the park. What is the percent increase?

Destiny,

Percentage change is calculated as explained by Stephen in an earlier response. If the change is positive this is percentage increase and if it is negative it is percentage decrease.
