That's easy, 300 is one half of 600. That is 300/600 = 1/2.
The answer is 50% since 50 is one half of 100, that is 50 = 1/2 × 100.
The fraction is 17.3/28.7 .
Take the fraction you obtained above, 17.3/28.7, and the answer is that fraction of 100. In other words 17.3/28.7 × 100 = 60.3%.
