Hi Paucath,
The greatest number that can be rounded off to 4000, depends on what type of number you are looking for:
If you are only looking at whole numbers (no fractional parts) then there are 5 numbers that round to 4000 (3995, 3996, 3997, 3998 and 3999), the greatest number of this set is 3999.
If the number is allowed to have fractional parts then 3999.99999999999....... is the greatest number that can be rounded to 4000.
