Want to mark up 2.50 by 40%.

Would I do 2.50 x 1.4 =3.50 ?

Angie, you are correct. $40\%$ of $2.50$ is $0.40 \times 2.50$ so a markup of $40\%$ is $2.50 + 0.40 \times 2.50 = 1.40 \times 2.50 = 3.50.$
