Since she has a base salary of $\$18,000$ to have an annual income of $\$65,000$ she needs to make $\$65,000 - \$18,000 = \$47,000$ in commissions. Her commission is 3% of her sales and 3% is $\frac{3}{100}$ so $\frac{3}{100} \mbox{times her sales }$ must be at least $\$47,000.$
