Chris, Can you make a 22-game schedule, and then spread the games over the 22 available slots? (That is, just put 2 games in some weeks.) An easy way to make a 22-game schedule is to use an 11-week schedule twice in succession. If that seems a little boring, renumber the teams before using the schedule again.
