Percentages are easy to determine from decimals. To change a decimal to a percentage, simply multiply by 100. This is the same as moving the decimal point two placeholders to the right. For example, the decimal 0.054 written as a percentage is \[0.054 = 5.4 \%.\] To change $\large \frac{1,200,000}{317,000,000}$ to a percentage, perhaps try first to determine what this fraction is equivalent to as a decimal.
