From the table when $X = 0$ you must have $Y = 3.$ Look at the 4 possible relationships. Both B and C give $Y = 3$ when $X = 0$ but A gives $Y = 0$ when $X = 0$ and D gives $Y = -3$ when $X = 0.$ Thus neither A nor D is the correct answer. From the second row of the table, when $X = 1$ you must have $Y = 7.$ Which of the remaining options, B or C gives this result?
