Hi Mary, Stem and leaf plots probably were not part of the curriculum when you were in grade 4. They are an interesting way to display some data sets in a way that shows the shape of the data and yet it contains all the numbers. In your example the data set is 60, 54, 58, 58, 59, 54, 56 and 54. I would begin by sorting the numbers in numerical order from largest to smallest.
From the display in your question it looks like you were to construct a stem and leaf plot with the stems the tens digits, 5 and 6, and the leaves the units digits, 0, 4, 4, 4, 6 and so on. My stem and leaf plot for this would be
