Hi Mayra,

18 cubic yards weight 25 tons so 1 cubic yard weighs $\frac{25}{18}$ tons.

The cost is $\$28.00$ for one cubic yard so that's $\$28.00$ for $\frac{25}{18}$ tons.

In other words it costs $28.00 \times \frac{18}{25}$ dollars for $\frac{18}{25} \times \frac{25}{18}$ tons which is $\$20.16$ for 1 ton.
