We could use a schedule to include the following:
16 golfers
4 foursomes
Each person plays once a week for 18 weeks.
No one plays in same foursome more than 1 or 2 times, or the least
amount of time.

There is a schedule in the archives whereby each pair of players play together exactly once over 5 weeks. Search for Golf 16. This schedule is the best one can do, so that means some players will play together 4 times over 18 weeks.

What I suggest is this. Use the schedule referenced above for the first 5 weeks. Renumber the players and use it again. Then renumber and use it again. Then renumber and use three weeks of it.

This is absolutely the best that is possible.
