Hi,

To me this is an action question. You are standing at some point on the number line, facing in either the positive or negative direction of the line, and you are to walk a certain number of steps either forwards or backwards.

(the place you are standing) (the direction you are facing) (the number of steps forward or backwards)

In this problem you are standing at the point -23 on the number line and the + sign indicates that you are facing in the positive direction. The number -3 indicated you are to take 3 steps backwards to the way you are facing.
