First of all the boundary cost rupees 45000 at the rate of rupees 100 per meter. How many meters is the boundary?

Suppose the boundary is composed of 1 meter long sections of material. Since $11 + 4 = 15$ you can arrange the sections in piles of 15 sections each where 11 of the 15 are to be used for the length and 4 of the 15 are to be used for the breadth. Each pile has 15 meters of material. How many piles are there?
