Golf for 16 in 7 rounds 2012-08-16

Hello, I am trying to sort out golfing for 16 guys for 7 rounds. However the twist is that the teams are broken down into 8 old boys vs. 8 young boys. Ideally, each of the players would only play each other once within their own team and then twice within all of the matches. Is that possible? Thanks for your help, my brain is hurting!

The number is given as ABCD. The first digit is a quarter of the last digit. The second digit is one less than the first digit. When the number ABCD is multiplied by four its digits appear in the reverse order. None of the digits are the same. What is the number. Pleas help because my child need help and I can not do this.
